The telephone industry was founded after the winter war, when it was necessary to obtain modern field telephones in sufficient quantities and with as little foreign currency as possible. The new field phone was named P-1-1. But a new war broke out and the naming system changed before production could start. VPAP officially changed to "Pute" sometime at the turn of the 1960s and 70s, when computer accounting number sets replaced the old V titles and new call names had to be invented for the fleet (aliases had already been created for the radios).
